Operation
Helping Hand is designed to ensure the safety of those residents of DuPage
County that are most vulnerable to emergencies and disasters, the elderly and
infirmed and those with various disabilities.
The program objectives are to develop and maintain a database of special
needs populations located within and county and its municipalities and to
develop the necessary support systems. For
